भूमौ भारतम् उत्तमं मधुपुरी तत्रापि तत्राप्य् अलं
  वृन्दारण्यम् इहापि हन्त पुलिनं तत्रापि रास-स्थली ।
गोपी-कान्त-पद-द्वयी-परिचय-प्राचुर्य-पर्याचिता
  यस्यां सन्ति महा-मुनेर् अपि मनो-राज्यार्चिता रेणवः ॥

udāharaṇam,
bhūmau bhāratam uttamaṃ madhupurī tatrāpi tatrāpy alaṃ
  vṛndāraṇyam ihāpi hanta pulinaṃ tatrāpi rāsa-sthalī
|
gopī-kānta-pada-dvayī-paricaya-prācurya-paryācitā
  yasyāṃ santi mahā-muner api mano-rājyārcitā reṇavaḥ
||

On Earth, India is the best. In India, Mathurā is the greatest. In Mathurā, Vṛndāvana is topmost. In Vṛndāvana, the Yamunā’s shore is preeminent, and therein the highest place is the location of the Rāsa dance, where the dust of the feet of the lover of the gopīs is revered even by Nārada, in his heart. (Lalita-mādhava 9.148)

Commentary:

Paṇḍita-rāja Jagannātha says the sāra ornament often occurs in the scriptures. He shows this verse:

mahataḥ param avyaktam avyaktāt puruṣaḥ paraḥ, puruṣān na paraṃ kiṃcit sā kāṣṭhāparā gatiḥ,

Pradhāna is higher than the total material manifestation. The Puruṣa is higher than Pradhāna. Nothing is superior to the Puruṣa. That is the highest stage, the highest destination” (Kaṭha Upaniṣad 1.3.11) (Rasa-gaṅgādhara, KM p. 465).
