Verse 4.38.2

yataḥ kartṛtvaṃ nāma kimucyate |
yo hyantasthāyā manovṛtterniścaya upādeyatāpratyayo vāsanābhidhānastatkartṛtvaśabdenocyate || 2 ||

For what is it that is called an action, but the exertion of mental and voluntary energies, with a fixed determination and desire of performing some physical acts, which they call the actions of a person. (But the apathetic minds of the wise, being insensible both of the purposes and their ends, there is no imputation of agency which can ever attach to them.
