This is the Sanskrit Mahavastu: a lengthy work on Buddhist teachings and narratives belonging to the school of early Buddhism (Mahasanghika). This edition only includes those metrical verses occuring in the various stories and Jatakas, as well as the corresponding English translation by J. J. Jones.

Verse 27.28

गुह्यकम् अर्थसंबन्धं संधारयति यो नरः ।
सत्रु भेदभयात् तस्य दासभूतो च वर्तति ॥ २८ ॥

guhyakam arthasaṃbandhaṃ saṃdhārayati yo naraḥ |
satru bhedabhayāt tasya dāsabhūto ca vartati || 28 ||

“As for the man who keeps all relating to his counsel secret, his foe, being rid of fear, becomes like one of his subjects. (28)
