The Garga-samhita Verse 5.18.6, English translation, including word-by-word: This text represents a Vaishnava scripture which narrates the life Krishna, It was composed in seventeen cantos by Garga Muni: an ancient sage and priest of the Yadu dynasty having. This is verse 5 of Chapter 18 (Uddhava Hears the Gopis’ Words and Returns to Mathura) of Canto 5 (mathura-khanda).

श्री-दिव्या ऊचुः
सर्वेश्वरो बलिं नीत्वा
बलिं बद्ध्वा दया-परः
अधः क्षिपन् मुक्ति-नाथस्
चित्रं तत् कथयाभवत्
śrī-divyā ūcuḥ
sarveśvaro baliṃ nītvā
baliṃ baddhvā dayā-paraḥ
adhaḥ kṣipan mukti-nāthas
citraṃ tat kathayābhavat
śrī-divyā ūcuḥ—the divya-gopīs said; sarveśvaraḥ—the master of all; balim—offering; nītvā—bringing; balim—Bali; baddhvā—binding; dayā-paraḥ—kind; adhaḥ—below; kṣipan—throwing; mukti-nāthaḥ—the master of liberation; citram—wonderful; tat—that; kathayā—with the story; abhavat—was.
English translation of verse 5.18.6:
The divya-gopīs said: Even though Kṛṣṇa is the merciful Supreme Personality of Godhead, He tied up Bali Mahārāja, who was making an offering to Him. Even though Kṛṣṇa is the master that gives liberation, He threw Bali down to the lower worlds. This is all very surprising.
