क्षित्युदकात्मनां चतुर्दशगुणवत्त्वम् ॥ ३० ॥
आकाशात्मनां क्षणिकैकदेशवृत्तिविशेषगुणवत्त्वम् ॥ ३१ ॥

kṣityudakātmanāṃ caturdaśaguṇavattvam || 30||
ākāśātmanāṃ kṣaṇikaikadeśavṛttiviśeṣaguṇavattvam || 31||

Text (30):—Earth, Water and the Souls have the fourteen qualities.—(II-i-1, 2, 6; IV-i-11; V-i-17, 18, 7; III-ii-4, 20, 21; II-ii-5, 2; V-ii-1, 3 to 6, V-ii-8, 11; IX-ii-6; VII-i-2.)

Text (31):—Ākāśa and the Souls have such specific qualities as last only a single moment and exist only over certain parts of their substrates.

Commentary: The Nyāyakandalī of Śrīdhara.

In as much as specific qualities in general belong to Earth &c, also, the author, with a view to preclude these, has added—‘such, as exist only over certain parts of their substrates.’ Then again, these specific qualities are such as are quickly destroyed; and it is this character of these that is expressed by the word ‘Kṣaṇika’ (lasting only a single moment).

Note.

Have the fourteen qualities:—The similarity here meant is only one in the number of qualities. It only means that the things spoken of have only fourteen qualities, and not that each of them has the same qualities; that is to say whatever the qualities may be, the number of these cannot be more or less than fourteen—(Kiraṇāvalī).

The specific quality of ākāśa is sound, and that of Soul consists of Intellect, Pleasure. Pain, Desire &c. &c.
