क्वचिदुत्पतदुत्पाततया नश्यज्जनावनिः ।
क्वचित्सौराज्यसंपत्त्या प्रोद्भवत्पुरमण्डलः ॥ २८ ॥

kvacidutpatadutpātatayā naśyajjanāvaniḥ |
kvacitsaurājyasaṃpattyā prodbhavatpuramaṇḍalaḥ || 28 ||

Somewhere the land is laid waste of its people, by havoc and portents befalling on them; and elsewhere the country is smiling with its rising cities, under blessing of a good government.
