Explanation in English from Ācārya Pūjyapāda’s Sarvārthasiddhi:

The maximum duration of the deluding (mohanīya) karma is now indicated.

In this sūtra, ‘sāgaropamakoṭikoṭi’ and ‘parā sthitiḥ’–utkṛṣṭa sthiti–have been taken from the previous sūtra. This maximum duration of the deluding (mohanīya) karma also occurs in case of the wrong-believer (mithyādṛṣṭi) who is endowed with the five senses and the mind–saṃjñī pañcendriya–and who has attained completion–paryāptaka. With regard to the rest it must be understood from the Scripture.
