This page describes exceptions in the grades of celestial beings which is verse 4.5 of the English translation of the Tattvartha Sutra which represents the essentials of Jainism and Jain dharma and deals with the basics on Karma, Cosmology, Ethics, Celestial beings and Liberation. The Tattvarthasutra is authorative among both Digambara and Shvetambara. This is verse 5 of the chapter The Celestial Beings and includes an extensive commentary.
Verse 4.5 - Exceptions in the grades of celestial beings
Sanskrit text, Unicode transliteration and English translation of Tattvartha sūtra 4.5:
त्रायस्त्रिंशलोकपालवा व्यन्तरज्योतिष्काः ॥ ४.५ ॥
trāyastriṃśalokapālavā vyantarajyotiṣkāḥ || 4.5 ||
The peripatetic (vyantara) and the stellar (jyotiṣka) deva are without the ministers (trāyastriṃśa) and the police (lokapāla). (5)
Hindi Anvayarth:
अन्वयार्थ: ऊपर जो दश भेद कहे हैं उनमें से त्रायस्त्रिंश और लोकपाल-ये भेद व्यन्तर और ज्योतिषी देवों में नहीं होते अर्थात् उनमें दो भेदों को छोड़कर बाकी के आठ भेद होते हैं।
Anvayartha: upara jo dasha bheda kahe haim unamem se trayastrimsha aura lokapala-ye bheda vyantara aura jyotishi devom mem nahim hote arthat unamem do bhedom ko choda़kara baki ke atha bheda hote haim |

The general rule would imply that these ten grades exist in all classes (nikāya) of celestial beings. The exceptions are given below.
Among the peripatetic and the stellar deva, there are only eight grades leaving out the ministers (trāyastriṃśa) and the police (lokapāla).
