Sanskrit text, Unicode transliteration and English translation of verse 3.9.15:

प्रतिबद्धाश्च यास्तेन चित्रा विश्वस्य वृत्तयः ।
ताः स एवानुजानाति यथा तन्तुः शकुन्तिकाः ॥ १५ ॥

pratibaddhāśca yāstena citrā viśvasya vṛttayaḥ |
tāḥ sa evānujānāti yathā tantuḥ śakuntikāḥ || 15 ||

15. He himself releases the various activities of the universe which he had previously restrained, as the hunter’s string does to the bird-baits.

Commentary

[Objects are attached to the string of Time, just as birdbaits are attached to the string of the hunter and are controlled by him.]
