The other dhvanis also occur in a word.

dvy-utthaṃ vinānye’rthāntara-saṅkramita-vācyādyāḥ saptadaśadhvanayaḥ pade vākye ca syuḥ. vyañjakatve padasya prādhānyāt tan-mūlako dhvani-vyapadeśaḥ.

Except dvi-śakti-bhū dhvani, the seventeen other dhvanis occur either in a word or in a sentence. A dhvani is called pada-gata (based on a word) because the word is the main thing, when the word is suggestive.
