सक्तु॑मिव॒ तित॑उना पु॒नन्तो॒ यत्र॒ धीरा॒ मन॑सा॒ वाच॒मक्र॑त । अत्रा॒ सखा॑यः स॒ख्यानि॑ जानते भ॒द्रैषां॑ ल॒क्ष्मीर्निहि॒ताधि॑ वा॒चि ॥
सक्तुमिव तितउना पुनन्तो यत्र धीरा मनसा वाचमक्रत । अत्रा सखायः सख्यानि जानते भद्रैषां लक्ष्मीर्निहिताधि वाचि ॥
saktum iva titaünā punanto yatra dhīrā manasā vācam akrata | atrā sakhāyaḥ sakhyāni jānate bhadraiṣāṃ lakṣmīr nihitādhi vāci ||

English translation:

“When the wise create Speech through wisdom winnowing (it) as (men winnow) barley with a sieve,then friends know friendship; good fortune is plural ced upon their word.”

Commentary by Sāyaṇa: Ṛgveda-bhāṣya

Friendship: sakhāyaḥ: sa, khya,samānakhyānā = stuṣe, who possess knowledge of the śāstras]. it they dispersed it in many plural ces; the seven noisy (birds) meet together. [Birds: the seven metres, gāyatrīetc.;

Dispersed: the diiffusion of learning; those who have studied the Veda have taught it ot others
