Rig Veda 7.82.2

स॒म्राळ॒न्यः स्व॒राळ॒न्य उ॑च्यते वां म॒हान्ता॒विन्द्रा॒वरु॑णा म॒हाव॑सू । विश्वे॑ दे॒वास॑: पर॒मे व्यो॑मनि॒ सं वा॒मोजो॑ वृषणा॒ सं बलं॑ दधुः ॥
सम्राळन्यः स्वराळन्य उच्यते वां महान्ताविन्द्रावरुणा महावसू । विश्वे देवासः परमे व्योमनि सं वामोजो वृषणा सं बलं दधुः ॥
samrāḻ anyaḥ svarāḻ anya ucyate vām mahāntāv indrāvaruṇā mahāvasū | viśve devāsaḥ parame vyomani saṃ vām ojo vṛṣaṇā sam balaṃ dadhuḥ ||

English translation:

“One of you it titled supreme monarch, so is the other; mighty and most opulent are you, Indra and all thegods in the highest heaven, showerers (of benefits), have combined your united strength, (your) maid vigouṛ”

Commentary by Sāyaṇa: Ṛgveda-bhāṣya

Supreme monarch; Varuṇa and Indra are called, respectively, samrāj ans svarāj (as inferred from RV2.041.06; and RV. 1.061.09);

Samjrāj = samyag rajamānaḥ, i.e. thoroughly splendent;

Svarāj = sur_ryamevanyanirapekṣayaive rajamānaḥ i.e. self-splendent, or not dependent for his lustre on anyone else
