This is Mantra 3.5 of the Kena-upanishad (Kenopanishad), the English translation and commentary of Madhva (Madhvacharya) called the Bhasya. The Kena Upanishad deals with topics such as Brahman and Atman (soul) and also discusses the symbolic representation of the Gods as forces of nature. It is an important text in the Vedanta schools of Hindu philsophy. This is Mantra 5 of section 3 called ‘Tritiya-Khanda’.

तस्मिंस्त्वयि किं वीर्यमित्यपीदंसर्वं दहेयं यदिदं पृथिव्यामिति ॥ ५ ॥
tasmiṃstvayi kiṃ vīryamityapīdaṃsarvaṃ daheyaṃ yadidaṃ pṛthivyāmiti || 5 ||
tasmin—in that, in such (thee); tvayi—in thee; kim—what; vīryam—power, strength; iti—thus (Agni replied); api—verily, certainly; idam—this (dry as well as wet, moveable and immoveable); sarvam—all; daheyam—I can burn; yat—what; idam—this; pṛthivyām—on the earth (as well as in heaven); iti—[; ..].
5. (The Yakṣa said): “What power is in thee so styled?” (Agni said) “Whatever is in the earth, all this verily I can burn.”—18.
