This is Mantra 1 of the Isopanisad (Isha Upanishad), the English translation and commentary of Madhva (Madhvacharya) called the Bhasya. The Isopanisad (Or Ishavasyopanishad) deals with topics such as Vidya, Advidya, Karma, Atman and other important concepts found in both the Advaita and Dvaita branches of the Vedanta school of Hindu philsophy.

अन्यदेवाहुः संभवादन्यदाहुरसंभवात् ।
इति शुश्रुम धीराणां ये नस्तद्विचचक्षिरे ॥ १३ ॥

anyadevāhuḥ saṃbhavādanyadāhurasaṃbhavāt |
iti śuśruma dhīrāṇāṃ ye nastadvicacakṣire || 13 ||

anyate—one thing, different; eva—even, indeed; āhuḥ—they say; sambhavāt—creator; anyat—different, one thing; āhuḥ—they say; asambhavāt—destroyer; iti—thus; śuśruma—we have heard; dhirāṇām—of the wise, of steadfast sages; ye—who; naḥ—to us; tat—that; vicacakṣire—explained, taught.

13. One thing they say is verily obtained from devotion to That as Creator: another thing they say from Him as Destroyer. Thus have we heard from the wise who explained it to us.
