Cidgaganacandrika 49 [Shakti’s effulgence causes creations and forms], English comparative study extracted from the two available commentaries—the Divyacakorika and the Kramaprakashika. The Cidgagana-candrika is an important Tantric work belonging to the Krama system of Kashmir Shaivism. त्वं प्रकाशयसि यं स सृज्यते धर्मिधर्मतनुरर्थ ईश्वरे ।
यः प्रकाश इह स त्वया कृतः तत्तदाकृतिरूपैति सृष्टिताम् ॥ ४९ ॥
tvaṃ prakāśayasi yaṃ sa sṛjyate dharmidharmatanurartha īśvare |
yaḥ prakāśa iha sa tvayā kṛtaḥ tattadākṛtirūpaiti sṛṣṭitām || 49 ||

Cosmic Energy and worldly Energy (Cit-Acit)
‘Citiśakti’ projects objects as ‘cidrūpa’ on the mirror mat (the abode) viz Īśvara. That is the self illumination in Citśakti of Īśvara, on virtual manifestation gets the form and shape identical with the projection in subtle levels. Thus she begins her action of Sṛṣṭi (creation). This is called the Sṛṣṭikālī [Sṛṣṭikālī?] form in other tantras.
