The cart tracks are the same, and the customs are consistent. This saying originates from the "Book of Rites - The Doctrine of the Mean": "The carts have the same tracks, and the writing has the same script" (車同軌 [che tong gui]，書同文 [shu tong wen]). Later, it refers to national unity and consistent government orders. "Book of Jin - Biography of Fu Jian, Volume 113" states: "To unify the nine provinces with one track (一軌九州 [yi gui jiu zhou]) and harmonize the world with the same customs (同風天下 [tong feng tian xia])."
