Vīracakra (वीरचक्र) refers to the “circle of heroes”, according to the Yoginīhṛdaya (one of the principal works of Tantric Hinduism).—Accordingly, “I will now tell you the divine presence of [Śiva and the Goddess embodied] in the mantra. Whoever knows this becomes, like Tripurā, master of the circle of heroes (vīracakra-īśvara)”.
