Source: archive.org: Shiva Purana - English TranslationVidhibhakti (विधिभक्ति) refers to “devotion to Brahmā”, according to the Śivapurāṇa 2.2.43.—Accordingly, as Śiva said to Dakṣa:—“O patriarch, listen to another statement of mine with a clear conscience. Although it is based on the qualitative aspect it is esoteric. [...] My devotee may worship the gods. Being so absorbed he will attain knowledge leading to eternal salvation. Without devotion to Brahmā (i.e., vidhibhakti) one cannot have the devotion to Viṣṇu; without devotion to Viṣṇu none will have devotion towards me”.
