Source: Google Books: ManthanabhairavatantramUtpattisthāna (उत्पत्तिस्थान) refers to the “place of the arising” (of the teaching), according to the Ṭīkā (commentary) on the Manthānabhairavatantra, a vast sprawling work that belongs to a corpus of Tantric texts concerned with the worship of the goddess Kubjikā.—Accordingly, “[...] In this way, the goddess indicates by the path of the object of worship, the worshipper and the act of worship, what is beneficial and what is not and the place of the arising (utpattisthāna) (of the teaching) which is, essentially, the arising of the Lineage of the Eldest explained before. This is the meaning. [...]”..
