Source: Wisdom Library: Dharma-samgrahaŪrṇālaṅkṛtamukhatā (ऊर्णालङ्कृतमुखता) or Ūrṇālaṅkṛtamukha refers to “a circle of hair decorates his forehead” and represents the seventeenth of the “thirty-two marks of a great man” (lakṣaṇa) as defined in the Dharma-saṃgraha (section 83). The Dharma-samgraha (Dharmasangraha) is an extensive glossary of Buddhist technical terms in Sanskrit (e.g., ūrṇālaṅkṛta-mukhatā). The work is attributed to Nagarguna who lived around the 2nd century A.D.
