圈弄 [quān nòng] [quan nong]—
To design (設計 [she ji]) a lure (誘惑 [you huo]) for entrapment (陷害 [xian hai]). For example: "In the business world (商場 [shang chang]), ensnaring competitors (同行 [tong xing]) is his habitually used (慣用 [guan yong]) trick (伎倆 [ji lia]) for managing business (經營事業 [jing ying shi ye])."

From "Records of the Grand Historian" (《史記 [shi ji]》), Volume 10, "Annals of Emperor Xiaowen" (《孝文本紀 [xiao wen ben ji]》): "Agriculture (農 [nong]) is the foundation of the world (天下之本 [tian xia zhi ben]), and there is no greater task (務莫大焉 [wu mo da yan]). Now, those who diligently engage in it (farming) still bear the burdens of rent and tax (租稅之賦 [zu shui zhi fu]). This means that those who engage in fundamental (本 [ben]) and secondary (末 [mo]) occupations are not treated differently (毋以異 [wu yi yi]). Therefore, the methods for encouraging agriculture (之道 [zhi dao]) are not yet complete (未備 [wei bei])."
勸農:鼓勵農民耕種。《史記.卷一○.孝文本紀》:「農,天下之本,務莫大焉。今勤身從事而有租稅之賦,是為本末者毋以異,其於勸農之道未備。」
