Infringement and plunder (侵害掠奪 [qin hai lue duo]).
From Huainanzi (淮南子 [huai nan zi]), "Seasonal Directives" (時則 [shi ze]): "Then ordered the water official (水虞 [shui yu]) and fishing master (漁師 [yu shi]) to collect taxes (賦 [fu]) from springs (水泉 [shui quan]) and ponds and marshes (池澤 [chi ze]), and no one should encroach upon and exploit."
From Book of Han (漢書 [han shu]), Volume 5 (卷五 [juan wu]), "Annals of Emperor Jing" (景帝紀 [jing di ji]): "Officials (吏 [li]) engaged in corrupt dealings by means of bribes (貨賂 [huo lu]), exploited and plundered (漁奪 [yu duo]) the common people (百姓 [bai xing]), and encroached upon and exploited all the people (萬民 [wan min])."
