This is discussed and established by जैमिनि (jaimini) (6.2.19) and शबर (śabara) in connection with texts like न कलञ्जं भक्षयेत् (na kalañjaṃ bhakṣayet) in MS.6.2.19-2. ŚB. 1.1.4.
