Numerous and chaotic. 《戰國策 [zhan guo ce].秦策一 [qin ce yi]》: "With comprehensive laws (科條 [ke tiao]), the people are prone to pretense; the books and records (書策 [shu ce]) are numerous and confused, and the people are lacking."
稠濁:繁多雜亂。《戰國策.秦策一》:「科條既備,民多偽態;書策稠濁,百姓不足。」
