常刑 [cháng xíng] [chang xing]—
The regularly enforced criminal law. 《書經 [shu jing].費誓 [fei shi]》: "Those who steal horses and cattle, and entice away servants and concubines, you will be subject to the chang xing." 《三國演義 [san guo yan yi]》 Chapter 5: "The state has chang xing, the army has discipline."
常刑:平日奉行的刑法。《書經.費誓》:「竊馬牛、誘臣妾,汝則有常刑。」《三國演義》第五回:「國有常刑,軍有紀律。」

常行 [cháng xíng] [chang xing]—
1. A principle to be followed permanently. From "Yanzi Chunqiu • Inner Chapters • Asking the Ruler": "Duke Jing asked Yanzi (晏子 [yan zi]), 'What should a gentleman (君子 [jun zi]) constantly practice?' Yanzi replied, 'If his clothes and hat (衣冠 [yi guan]) are not proper, he would not dare to enter the court (入朝 [ru chao]).'" From "Selections of Literature • Dongfang Shuo • Responding to Difficulties": "Heaven has constant measures (常度 [chang du]), Earth has constant forms (常形 [chang xing]), and a gentleman has constant practices."
2. A Northern Chinese dialect term. Ordinary, common. For example, "The dishes at that restaurant are too expensive; ordinary people (人家 [ren jia]) can't afford them."
常行:1.永久奉行的準則。《晏子春秋.內篇.問上》:「景公問晏子曰:『君子常行曷若?』晏子對曰:『衣冠不中,不敢以入朝。』」《文選.東方朔.答客難》:「天有常度,地有常形,君子有常行。」
2.北平方言。一般的、普通的。如:「那家餐館的菜太貴了,常行人家可吃不起。」
