This is the Sanskrit Mahavastu: a lengthy work on Buddhist teachings and narratives belonging to the school of early Buddhism (Mahasanghika). This edition only includes those metrical verses occuring in the various stories and Jatakas, as well as the corresponding English translation by J. J. Jones.

Verse 27.67

एतं बलं पंचविधं यस्य चापि जनाधिप ।
राष्ट्रो ऽस्य स्थावरो भोति ऋद्धं स्फीतं जनाकुलो ॥ ६७ ॥

etaṃ balaṃ paṃcavidhaṃ yasya cāpi janādhipa |
rāṣṭro 'sya sthāvaro bhoti ṛddhaṃ sphītaṃ janākulo || 67 ||

“Whosoever, O king, has this five-fold power, his kingdom is firm, prosperous, rich and populous. (67)
