This is the Sanskrit Mahavastu: a lengthy work on Buddhist teachings and narratives belonging to the school of early Buddhism (Mahasanghika). This edition only includes those metrical verses occuring in the various stories and Jatakas, as well as the corresponding English translation by J. J. Jones.

Verse 27.43

यो निग्रहं न जानाति प्रग्रहं वा जनाधिपः ।
संग्रहानुग्रहं चापि सो अर्था परिहायति ॥ ४३ ॥

yo nigrahaṃ na jānāti pragrahaṃ vā janādhipaḥ |
saṃgrahānugrahaṃ cāpi so arthā parihāyati || 43 ||

“The king who knows not how to apportion blame and approval, nor to dispense help and kindness, loses his wealth. (43)
