This is the Sanskrit Mahavastu: a lengthy work on Buddhist teachings and narratives belonging to the school of early Buddhism (Mahasanghika). This edition only includes those metrical verses occuring in the various stories and Jatakas, as well as the corresponding English translation by J. J. Jones.

Verse 27.17

प्रत्यवेक्षित्वा कर्मान्ता भूतां हर्षाणि दापयेत् ।
सर्वेषु हिंसां वर्जेत्वा धर्मेण फलम् आदिशेत् ॥ १७ ॥

pratyavekṣitvā karmāntā bhūtāṃ harṣāṇi dāpayet |
sarveṣu hiṃsāṃ varjetvā dharmeṇa phalam ādiśet || 17 ||

“While keeping an eye on state affairs, a king should dispense gladness to all. He should keep all from doing violence, and show that it is righteousness that brings reward. (17)
