Sanskrit text, Unicode transliteration and English translation of verse 3.9.76:

आदित्यग्रहनक्षत्रपरिस्पन्दमथापरे ।
भिन्नमावृत्तिभेदेन कालं कालविदो विदुः ॥ ७६ ॥

ādityagrahanakṣatraparispandamathāpare |
bhinnamāvṛttibhedena kālaṃ kālavido viduḥ || 76 ||

76. Some knowers of Time declare that Time is nothing more than the different movements of the celestial bodies such as the Sun, the planets, the stars, etc.

Commentary

[Some declare that what is called the day is the course of the Sun beginning from its rise till its setting. From its setting till its rise again is what is called night. These two repeated fifteen times, make up a fortnight (pakṣa) when repeated thirty times, they make up a month. The passing of all the nakṣatras by the moon constitutes a month. When Bṛhaspati crosses one rāśi, it is equal to a year. Similar movements of other celestial bodies, described in Jyautiṣa constitute such divisions as Yuga, Manvantara, Kalpa, Mahākalpa, etc.]
