Sanskrit text, Unicode transliteration and English translation of verse 3.9.8:

संसर्गिणां तु ये भेदा विशेषास्तस्य ते मताः ।
स भिन्नस्तैर्व्यवस्थानां कालो भेदाय कल्पते ॥ ८ ॥

saṃsargiṇāṃ tu ye bhedā viśeṣāstasya te matāḥ |
sa bhinnastairvyavasthānāṃ kālo bhedāya kalpate || 8 ||

8. Divisions in its associates arc thought of as its own divisions. Being thus differentiated, Time leads to divisions in conventional measurements (vyavasthānam).

Commentary

[Movements of the Sun, of the planets and the stars are the associates of Time. Due to differentiation in them, different measurements of Time result. Day and night, fortnight, month, season, age, era are the conventional measurements. The interval between the rising and the setting of the sun is a day. Night, fortnight, moment etc. are similarly conventionally defined.]
