एवं शाब्दीं व्यञ्जनां निरूप्यार्थीं तां वक्तुम् उपक्रमते,

evaṃ śābdīṃ vyañjanāṃ nirūpyārthīṃ tāṃ vaktum upakramate,

Having expounded Suggestiveness related to a word (śābdī vyañjanā), he begins to describe Suggestiveness related to a meaning (ārthī vyañjanā):

arthāḥ proktāḥ purā teṣām artha-vyañjakatocyate ||3.21ab||

arthāḥ—the meanings; proktāḥ—mentioned; purā—earlier; teṣām—related to them (related to words); artha-vyañjakatā—the suggestiveness of the meanings; ucyate—is said.

The meanings pertaining to those ones were mentioned. The suggestiveness of the meanings was stated.

teṣāṃ vācakādīnāṃ vācyādayo’rthāḥ pūrvam uktās tad-vyañjakatā ca.

The meaningsthat is to say the literal sense (vācya artha), the indicated sense (lakṣya artha) and the implied sense (vyaṅgya artha)pertain to a literally expressive word (vācaka), to an indirectly expressive word (lakṣya) and to a suggestive word (vyañjaka) respectively. They were mentioned (2.2), and so was their suggestiveness (2.4).
