Rig Veda 5.83.9

यत्प॑र्जन्य॒ कनि॑क्रदत्स्त॒नय॒न्हंसि॑ दु॒ष्कृत॑: । प्रती॒दं विश्वं॑ मोदते॒ यत्किं च॑ पृथि॒व्यामधि॑ ॥
यत्पर्जन्य कनिक्रदत्स्तनयन्हंसि दुष्कृतः । प्रतीदं विश्वं मोदते यत्किं च पृथिव्यामधि ॥
yat parjanya kanikradat stanayan haṃsi duṣkṛtaḥ | pratīdaṃ viśvam modate yat kiṃ ca pṛthivyām adhi ||

English translation:

“When, Parjanya, sounding loud and thundering, you destroy the wicked (clouds), this whole (world) rejoices, and all that is upon the earth.”

Commentary by Sāyaṇa: Ṛgveda-bhāṣya

Destroy the wicked clouds: haṃsi duṣkṛtaḥ, the wicked, i.e. the clouds not yielding their water
