Sanskrit text, Unicode transliteration and English translation of Text 21:
अनाश्रितत्वनित्यत्वे चान्यत्रावयविद्रव्येभ्यः ॥ २१ ॥
anāśritatvanityatve cānyatrāvayavidravyebhyaḥ || 21 ||
Text (27):—The character of not being dependent and that of being eternal, belong to all (Substances) except those that are made up of certain constituent parts.
Commentary: The Nyāyakandalī of Śrīdhara.

‘Not being dependent’ is not inhering in anything. ‘Eternality’ is ‘Indestructibility.’ These two are the points of similarity among substances; but not among all substances; as they belong to all ‘except those that arś made up of certain constituent’ parts. That is to say, barring such substances, all substances have the character of being endowed with ultimate Individualities, of being independent, and of being eternal.
The implication of the particle ‘ca’ is that Earth etc. have for their common characters, not only those pointed out in the last text, but also the two mentioned in the present one.
