क्षत्रियस्य परो धर्मः प्रजानामेव पालनम् ।
निर्दिष्टफलभोक्ता हि राजा धर्मेण युज्यते ॥ १४४ ॥kṣatriyasya paro dharmaḥ prajānāmeva pālanam |
nirdiṣṭaphalabhoktā hi rājā dharmeṇa yujyate || 144 ||The protection of the people is the Kṣatriya’s highest duty; the King, who enjoys the fruits mentioned, becomes endowed with merit.—(144)
Medhātithi’s commentary (manubhāṣya):
The King who enjoys the fruit as it comes to him, ‘becomes endowed with merit’. Otherwise, if he did the protection of only those who helped him, he would incur sin.—(144)
